Illegal Immigration

There was a lot of noise last week in the media and by my opponent regarding my efforts to help local law enforcement protect our streets and neighborhoods from crimes by illegal aliens in North Carolina. I’ll talk more about this in a moment, but first I want to address the larger issue of illegal immigration.

North Carolina has had one of the fastest-growing populations of illegal aliens in America. They’ve come here for two primary reasons. First, North Carolina has historically had a growing economy, so there were jobs. Second, the liberal politicians in Raleigh were very slow to address our lax laws regarding identification, so it was very easy to get a driver’s license in North Carolina and having identification – even if received through forgery or falsification – is very important to an illegal alien.

According to 2006 estimates from the non-partisan Federation for American Immigration Reform, about 400,000 illegal aliens live in North Carolina. FAIR estimates that the cost to North Carolina taxpayers for emergency health care, education and incarceration was $997 million in 2006 alone!

Granting amnesty to illegal aliens will provide them access to many more federal and state programs – greatly increasing their cost to taxpayers. Granting amnesty without securing our borders is an invitation for millions more to come to America – illegally. This is what happened in 1986 when we had an estimated 3 million illegal aliens, and now we have an estimated 12 to 20 million.

I have never hesitated nor beat around the bush regarding my position on illegal immigration. My position has been clear and unwavering:

  • I have promoted and helped pass stronger border security measures. We must stop the massive influx of people coming into America illegally. We must gain control of our borders. No comprehensive immigration program has any chance of success if our borders are like Swiss cheese.
  • I have opposed giving illegal aliens additional government benefits – including precious Social Security and Medicare benefits from a system that is already under financial stress.
  • I have supported making English the official language of the United States.
  • I support overturning Bill Clinton’s executive order, which requires government run agencies to have materials printed in various languages. If you are here legally and want to become a citizen, you must learn English.
  • I have supported increased security measures at our nation’s ports and airports.
  • I have passed a law that restricts visas to countries that will not take back their citizens who have been removed from the U.S. by court order.
  • I have supported efforts for a properly functioning and verifiable temporary worker program.
  • I have opposed amnesty for illegal aliens. I will continue to do so. I opposed and helped defeat three different attempts to provide amnesty to millions of illegal aliens. I opposed President Bush and some members of my own party in doing so.

Last summer, Washington tried to fool us again with promises to secure our borders and enforce our laws IF we legalized the millions of illegal aliens who are in America today. Albert Einstein once said, “The definition of insanity is doing the same thing over and over again and expecting different results.” This experiment was attempted in 1986, and as I mentioned, the illegal alien population has at least quadrupled since then.

 

Once the comprehensive bill was defeated, I was troubled that the immigration issue was quickly swept off Washington’s priority list. So at every possible opportunity, I have worked to provide additional funding and resources for border security and internal law enforcement. I have even heard from colleagues who supported the comprehensive bill that in hindsight their judgment was wrong and now they are working intently on enforcement measures.

 

Most importantly, I traveled throughout North Carolina to talk with local law enforcement officials about the challenges and pressing issues that they faced. I took their concerns directly back to federal officials at Immigration and Customs Enforcement (ICE) and asked them to put North Carolina in a unique position for a pilot program to address criminal illegal aliens.

 

The result has been a partnership over the last year where ICE and the North Carolina Sheriffs’ Association have worked hand in hand to form a statewide plan to identify, apprehend and deport criminal aliens.

 

A handful of North Carolina counties were already using a program called 287(g), which allows local law enforcement officials to receive training and software necessary to determine if those arrested and entering their jails are U.S. citizens, and even if there is a current warrant out for their arrest in North Carolina or another state.

 

As part of the statewide plan, we are currently adding 287(g) programs, with Henderson County in the mountains and Cumberland and Wake Counties currently undergoing training. And it’s important to note that these programs have been fully paid for by the federal government.

 

But most importantly, the statewide plan involves many more tools and resources than just the 287(g) program. Many areas don’t have the detention space necessary to incorporate the program, nor is it financially prudent for the federal government to bring all North Carolina counties into the program.

 

In working with ICE officials, we’ve been able to identify other tools that North Carolina sheriffs can voluntarily use at no cost. Again, the goal is simply for local law enforcement officers to be able to identify who has been arrested for a crime and then for federal officials to remove these criminals from the country.

 

Some in the media have misrepresented my plan (accidentally of course), which has been in large part due to the misstatements of my opponent Mrs. Hagan. Simply put, Mrs. Hagan does not understand the immigration enforcement plan that I have worked on with federal officials and the North Carolina Sheriffs’ Association since last year. The plan is statewide and comprehensive and is well on its way to completion.

North Carolina has become a model for the country in how we are enforcing our laws here in a state that has had a growing illegal immigration crisis. I’m proud to have helped lead the way on this effort.

My opponent, Mrs. Hagan, has been totally uninvolved on the immigration enforcement issue and now in a desperate political move, she held one meeting last week with a handful of sheriffs to try to learn something about what we’ve been working on for a year. She still has a complete lack of understanding of this issue and is woefully unprepared to discuss it in a thoughtful way.

First, Mrs. Hagan thinks the 287(g) program equates to the ICE/Sheriffs’ Association/Dole Plan.

That’s false. 287(g) is just one aspect of a statewide and comprehensive plan, which is the first and only one of its kind in the nation.

We’re pleased to have the most 287(g) programs in the country with a total of 7 counties participating, in addition to the Durham Police Department.

But let’s look at Mrs. Hagan’s inaccurate criticisms of just the 287(g) program.

Mrs. Hagan has called the 287(g) program an “unfunded mandate.” False…It’s entirely a voluntary program and is funded by the federal government.

Apparently Mrs. Hagan is referring to $750,000 in state funding that was requested by the North Carolina Sheriffs’ Association. Mrs. Hagan initially criticized the necessity of the funding, before taking credit for it a day later.

Mrs. Hagan has called my statewide approach a “patchwork” plan because it’s enforcement “county by county.”

False again…This is the key point that Mrs. Hagan fails to understand as she attempts to play catch up on this issue. The plan that is being implemented currently by federal officials and the North Carolina Sheriffs’ Association is statewide and comprehensive. Every county in North Carolina that chooses to participate will have the tools necessary to work in coordination with federal officials to identify, apprehend, and deport criminal illegal aliens. Over the last year we have audited the state’s 100 counties and have identified areas where 287(g) is both necessary and possible. Those counties will fall under the 287(g) program, but the vast majority of counties will be eligible for many other resources. Again, all counties that choose to participate will be covered under the plan.

The partnership between the federal government and the North Carolina Sheriffs’ Association is working. North Carolina has asked for and received additional funding, resources and manpower from ICE that I am proud to have helped deliver.

A few years ago, North Carolina was deporting around 26 illegal criminal aliens a month, and now that number is well over 500 per month. Our statewide solution to address this issue is clearly working, and we will continue to lead the nation in this endeavor. Mrs. Hagan would rather rely on empty platitudes and play political games by asking Washington to fix the immigration problem. While Mrs. Hagan waits for Harry Reid and Nancy Pelosi to cure the nation’s illegal immigration woes, North Carolina will be leading the way for the nation by implementing our enforcement plan.

    Senator Dole,
    I applaud and appreciate your stance on this issue that is facing the great state of North Carolina. As a volunteer firefighter of 23 years, I see the negative effect these people are having on our society on an almost daily basis. They are a HUGE drain on fire, EMS and law enforcement resources, as well as health care facilities and hospital emergency rooms. You are correct that the problem is enourmous and we have lots of catching up to do! Way to go for putting in writing the exact issue at hand, and I proudly stand next to you in doing something about it!

    “Illegal Aliens Cost Americans More than Taxes”

    [‘I don’t know what the intent of the Left-leaning Los Angeles Times was when they reported that “Healthcare gap could be fatal for ill immigrants,” but it got my attention.

    The article explained how an illegal Mexican immigrant snuck her infant daughter, Puente, to Los Angeles to seek treatment for a liver ailment. True to form, the infant received not one, but two liver transplants 10 years apart at an average cost of $520,000 a pop, including anti-rejection medication. Ten years later, she received a third liver transplant, all courtesy of the California taxpayers through a state health care program for indigent children under the provisions of Medi-Cal.

    Now she’s 21 years old and the state refuses to pay for a fourth liver transplant because she’s too old for a specific child program. To me, the “health care gap” that could be fatal for ill illegal immigrants was certain death for the three American taxpaying residents of California that were deprived of one because they were passed over for an illegal alien. There are only so many livers available for transplants, and obviously three deserving Americans were deprived of them.’]

    It is clear from your blog that you may have been misinformed about the 287g program and some issues relating to undocumented immigration. First, you say that FAIR estimates that “illegal aliens” cost taxpayers $997 million in 2006. Well, many “illegal aliens” DO PAY their fair share of taxes, so therefore, they are paying for the services that they use. Also, there is no mention of the billions of dollars undocumented immigrants contribute to the North Carolina’s economy by spurring economic development and growth. Undocumented immigrants also pay sales tax for EVERYTHING. They also purchase goods and services in the state, thereby also contributing to the economy. North Carolina’s strong economy is built on the backs of immigrants, not in spite of them.

    The statement that the 287g program is “fully funded by the federal government” is completely untrue. Taxpayers within each county that adopts the 287g program pay hundreds of thousands of dollars yearly for: 1) salary for additional law enforcement 2) equipment needed such as additional cars, uniforms, etc and 3) infrastructure costs to maintain this program. Take Wake County as an example. The first year alone will cost Wake county taxpayers over $600,000 and to run the program will cost over $500,000 each year. This is not a FREE program to taxpayers as your blog claims.

    Finally, the 287g program is NOT statewide and comprehensive. There is no statewide policy. If I am mistaken, please post the statewide policy on your blog. Each county has the option of adopting the program and each county has the freedom to write their own “contract” (what is called an Memorandum of Agreement) with ICE, therefore, no two counties have exactly the same contract. This makes the adoption of the 287g program different in every single county that adopts it. You should compare the MOA’s of the six counties that have written such a contract.

    As a final note, I’d like to mention that this program has so many negative unintended consequences that there should be a thorough analysis before it is adopted in more counties. It has the potential to harm communities throughout North Carolina and be costly to taxpayers without really providing the benefits that it touts. I urge you and your staff to reconsider your support for the program.

    Senator Dole, I would like to thank you for your steadfast resolve in taking the issue of illegal immigration head on. Your work on this effort stands in stark contrast to too many politicians, Republicans included, who have avoided doing anything about the millions who are in the United States illegally.

    There are many millions more of us who are the children or grandchildren of LEGAL immigrants, men and women who came to this country the right way. They didn’t come here to take, they came here to give.

    How many of us have driven past a 7-Eleven or our local gas stations only to see a dozen or more people milling around while a contractor pulls up to “hire” these folks for a day. Neither the contractor nor the “hired help” pays income or employment taxes. Yet, each benefits greatly from the services government provides thru the tax-dollars of the rest of us.

    Schools, roads, police, hospitals and health care — all take tax dollars to happen. How many millions of dollars each year, in North Carolina alone go to services to those who don’t pay for them?

    There is a reason its called “illegal” immigration. Because its illegal. To those who call you names or call into question the intelligence of those who agree with you on this issue, they should understand something: the reason why the little guy loves this country so much is because its all he’s got. If we don’t protect it and devalue its meaning by not enforcing its most basic laws, we won’t have it much longer.

    Hello Mrs. Dole,
    I was so impressed with your stand on illegal immigration, you go girl!!!! I hear a lot about how bad jobs are needed in North Carolina… well, the jobs are here, what we need is an armed border patrol in Texas. Recently I attended district court with my father. As we sat waiting, and waiting, on our case to come up we were enlightened by all the many things that come before the judge. There were two cases involving Mexican men, and I don’t care if it’s not politically correct to call them “Mexican”. These men admitted that they did not speak english, they admitted that they did not have a NC driver’s license and could not obtain one because they DID NOT HAVE PROPER PAPER WORK! What they did have was a court appointed attorney and a court appointed interpreter. The “nice” judge told them not to drive in NC anymore and to pay a $100 fine. EXCUSE ME! Was I the only one who heard them say that they are illegal immigrants? Were there not four baliffs in the court room? Wonder where their handcuffs were? Whatcha bet they went to the parking lot and climbed in an Escalade with spinners and drove home? Something has to be done and done quickly!

    So let me get this straight.

    You have been the Senator from North Carolina for about five and one-half years. During that time you have been virtually invisible to the people of North Carolina that elected you. You have chosen to spend much of your effort on the NRSC rather than the job to which you were elected. Now election time is here and the Republican brain trust has decided that the best “issue” for your campaign is illegal immigration, since it affords the opportunity to demonize a group of people with no policial power.

    What about the real issues? What have you done in the past five years/ where do you stand on:
    –the economy?
    –the war in Iraq?
    –military action against Iran?
    –health care?
    –Social Security?

    How about a real campaign that presents competing views on real issues, not one focused on wedge issues crafted by campaign consultants?

Even though you do not take the time to spend large amounts of the taxpayers money to do public relations foto shoots and ad campaians you are where the people need you. Like the help you gave the people in Kinston, you were there.
    Our under-funded Sheriffs and law enforcement needed this issue solved and you have helped to send Fed. money to help in that critical area, we thank you. Others who we sent to Washington only had their own agenda and did nothing to help the people,like John Edwards, but you do care, you have served the people of this nation in many places and your knowledge has benefited all of us.

    It is not hatred, it is love for our own country, and our own people. Why don’t you get it? Do you realize how many people,especially teens, that can find jobs, because most of the after-school jobs are held by illegal immigrants. They are destroying the fabric of America! They refuse to learn English, they refuse to assimulate to our way of life. Sure they pay taxes on items they purchase, but believe me, it does not come close to what they cost us. Food stamps, welfare, medicaid, schools, it goes on and on! Just having to print everything at the DMV in Spanish, costs millions. Not to mention what our American children suffer while, teachers are spending most of their time trying teach English, only to have it forgotten, because once they are home it’s Spanish all over again. America was built mostly on the backs of slaves, not illegal immigrants. Please understand that! The Europeans that came to America and the free Africans back in the 1600’s began this country. So please stop crying that this country was built by immigrants, as some excuse to let illegal immigrants in. America can not care for the world.We need to take care of Americans and America first. That means closing our borders, English as the official language, and people that break the laws have to pay the price, just like if you or I broke the law, do you think we’d get amnesty ? Let them protest and ask for equal rights at home, we owe these people nothing, but a one-way ticket out of here!

As a CPA in NC and working with numerous types of clients here, it has become apparent that illegal immigrants are devouring our educational and medical resources at an alarming rate, thereby depriving citizens of those resources, impacting our childrens education and health. Keep up the good work and never let down your guard against those wishing to give away everything we’ve worked for.

    Thank you for the comprehensive explanation of the efforts to solve the illegal immigration problem. It never fails to amaze me that when confronted with data, facts, and information, those who actually argue in favor of ignoring the laws of the land, resort to name calling, race baiting, and accusations of “hate speech.” They use emotional responses instead of facts and information, because there really is no rational argument for ignoring the rule of law. Breaking the law is the position they advocate. The irrationality of the position evidently forces them to respond irrationally. The inability to coherently argue their position just underscores the failure of the public schools to teach analysis and problem solving, and illustrates the irrational indoctrination of left-wing propaganda that has contaminated two generations of American citizens. That in, and of itself, points to the need for an alternative path for the education of the next generation of Americans. There is a vital need for a voucher system to enable American families to escape the tyranny of left-wing, public education. Thank you for your courage to stand up to the enemies of reasoned thought, the home-grown haters of America.

    Receiving your letter of June 4th, with the script for the commercial on illegal immigration, I was compelled to check it out on you website. First off, as a retired broadcast engineer (in one of the smaller markets) I was impressed by the professionalism of the commercial. However,as a retiree, living on a modest pension and Social Security, in an area where living expenses are high, I must limit my contribution budget to charities. I am firmly in agreement with your stand on illegal immigration, and wish you luck in your campaign.

    You are saying the right things about Immigration. I don’t see this as a problem. Cut off all funding, Housing,medical and jobs and they will find their own way home. No child left behind is not for Illegals, our laws were written for US citizens they dont apply for illegals.Non of our laws apply to them, a right to an attorney NO there no rights unless you are a US citizen. Anchor babies No. The law was not written to make every child born in our airspace lllegale. But you need to get away from the Global warming and get with the drill here, drill now. Taxing the oil companies will only raise prices. When you tell free enterprise how much to charge for their product it is no longer a free market. Pleace rethink this issue.

Not only the words you said, but you’re whole heartedly behind every word. I proudly stand by you on this issue. You are a strong woman with a diverse background that I find fascinating! The first woman to be the head of a US military branch! I applaud your variety of achievements and awards. Remember, no matter what people say, you are not alone. If no one else will, I stand by you!     Thank you for your reasoned blog response to the controversy regarding this “illegal immigration” ad, although while I believe some are making too much of it, I don’t think you should have run it in the first place. As a voting Carolinian, I am far, far more concerned about most substantive issues such as gas prices, the war in Iraq, inflation, the mortgage meltdown and other things that SHOULD raise bipartisan concern in Washington rather than more finger-pointing across the aisle in Congress. I sure do wish you would defend your highly pro-Bush voting record from this last term and articulate how you believe it helped rank-and-file Carolinians rather than immediately jumping for the racially loaded “hot button” issues that try to galvanize conservative support. Some of us out here are actually independent moderates, and we’re looking for a candidate that can tell us what they plan on doing to rescue the economy, get people back to work and promote education, health care and other things that the Washington beltway apparently long ago forgot were day-to-day problems of the American working class.

    Thank you for your steadfast resolve to deal with the serious problem of illegal immigration.

    Kay Hagan and her fellow NC House and Senate Democrats have done nothing but thwart nearly all attempts to pass reasonable legislation to protect NC taxpayers from the tremendous financial burdens imposed on citizens and families from illegal immigration.

    For those who refuse to acknowledge this, do the research. The sum total of what Americans are spending at the federal, state and local levels is at least a couple hundred billion $ per year, not including lost wages to Americans. This is MORE than what we are spending on the war in Iraq. These hundreds of billions are significantly contributing to our deficit spending and our nearly $10 trillion national debt. Illegal immigration is compromising the fiscal stability of this country and our children’s future.

    And, where has Kay Hagan been during her tenure in the NC Senate while North Carolinians are regularly killed or murdered by illegal aliens? Clearly, she has shown little concern or compassion for American citizens who have been so seriously impacted by illegal immigration.

    Thank you too Senator Dole for doing your part to block a long string of Senate amnesty attempts. I expect you to continue standing up on this issue if/when you are re-elected. The Senate comprehensive immigration bill from last summer would have cost American taxpayers at least $2.6 TRILLION if 12 million illegal immigrants were legalized and eventually gained citizenship according to Robert Rector of the Heritage Foundation. As the true number is likely to be more than 20 million, we’re looking at possibly a $5 TRILLION price tag - money we don’t have and would have to borrow from China (at a time when we’re struggling to fund Social Security and Medicare!). This is completely insane.

    We need more Senate members who are willing to put the welfare of American citizens and taxpayers first, which is where their loyalties are SUPPOSED to lie.

    Well, Senator Dole, we want you never to forget that you and the entire Senate voted for the Hutchinson Amendmendment to the DOD “Omnibus Bill” over the New Years Holidays and we haven’t forgotten it, not because of the illegal immigrants, but for Border Security purposes. You and your colleagues “gutted” the Hunter Border Fence and the latest GAO report for Southern Border Security shows that of the 100 agents they sent across from the Mexican side to the American side carrying bags that could contain bomb making materials, 93 of them got thru. What will you do to fix that so our cities don’t get blown up by Iranian nuclear bombs some day?

    I find many of your assertations about the 287(g) program misleading at best. You state: “And it’s important to note that these programs have been fully paid for by the federal government.” This is false. In March of 2008, Gaston County commissioners passed a measure expand the 287(g) program in a 6-1 vote. The Gaston Gazette reported:
    Commissioner Jack Brown was opposed because running the ICE program is a drain on the budget, but brings in no revenue. Money from lapsed county salaries will pay for the positions now. Beginning July 1, the new jobs will cost the county almost $109,000 more each year.
    Deputies often have to pull themselves away from other work to fulfill their ICE duties.

    Additionally, if one closely examines the types of charges against immigrants put into removal proceedings, it is clear that the majority of the crimes are neither violent nor extremely alarming. Take Alamance County for example. From February 19 - December 31, 2007, of the 1227 total charges against undocumented immigrants, 302 or 24.6% were for TRAFFIC VIOLATIONS, including driving without an operators license among others. 287(g) was created to give necessary resources and authority to pursue investigations relating to: violent crimes, human smuggling, gang/organized crime activity, sexual-related offenses, narcotics smuggling and money laundering.(see: http://www.ice.gov/pi/news/factsheets/070622factsheet287gprogover.htm) “Traffic violations” are not found in list of reasons to employ 287(g).
    Programs that impact communities as strongly as 287(g) should be based upon empirical data, not rhetoric. I have immense doubts that the 287(g) program is worth the financial and social costs it exacts.

    America has always been an immigrant country — all of our families at one point or another fled tyranny or poor economic conditions somewhere else to come to the U.S.
    My German ancestors fled political turmoil and came to the South looking for a better life two generations ago, and I don’t look at their experience as so different from that of Hispanic immigrants now (whether legal or illegal). I wonder why we get so afraid of new people, when our experience shows that our great nation can accommodate many different cultures? I also don’t believe that illegal immigrants are taking up so many of our government’s resources. They do pay taxes, as the one post said, and I think they would be fuller citizens if they didn’t have to fear the kind of arrest and deportation that you are advocating, Senator Dole. Maybe instead of spending money to deport people (or raising taxes on middle-income Americans) we should start collecting full taxes on all people who live and work here so that the Senate could deal with a real issue, like the quality of our schools.

    Yes! When a person crosses the border of my country ilegally, they then have entered MY HOME ilegally. Ilegal entry is a felony offense to a citizen so how much more the ilegal alien should be punished? I have been telling everyone in political discussions that the very best P & VP ticket that ever would exist (if it could now) is Newgt Gingrich and Elizabeth Dole and I know that with the 2 best DOERS in our gov. the world and us citizens starving for some level of righteouness in our nation would be most highly blessed.     Dear Senator Dole,
    Just this past Saturday, officials from the Mexican consulate were welcomed at Blue Ridge Community college to pass out Matricula cards to Mexican citizens. It is a certainty that the reason the 400 people are without legitimate identification documents is because they entered the U.S. illegally. The matricula cards are used to obtain driver’s licenses (sometimes multiple)and bank accounts, obscure their status, and grease other forms of mischief against the U.S.
    I was outraged that a publically supported college would have the gall to allow this activity on their site, and contacted our Senators and several Representatives, asking that it be cancelled. Needless to say, the event went ahead, and the cards were distributed.
    I am certainly glad (very glad) for your efforts to help local law enforcement co-operate with ICE, but we all need to urge all law enforcement to actually enforce the law. No foreign government should be allowed to provide documents to their citizens in the U.S. and without U.S. supervision. I suppose that the scofflaws who inhabit the State Department are behind this insanity, and I urge you to demand that it cease.

Then use fraudulent social security numbers,and I.D.s committing I.D. theft a felony. Then obtain employment breaking another law. Then are deported then return committing another felony. What is funny is that citizen are supposed to belive that granting them amnesty, they will become law abiding citizens. Please don’t be fooled. Since 1986 Congress has granted amnesty 4 times.     Just one question, WHY have you not got more senators to see things the same way you say you see them? Instead of the way the President and “power” politicans want to see it.???
